LTO imposes stiffer sanctions vs late vehicle ownership transfer

MANILA: In a bid to curb the further increase of unregistered vehicles or multiple sales in the country, the Land Transportation Office (LTO) has set stiffer penalties for late transfers of motor vehicle registrations.

The order was designed to curb the increasing number of unregistered vehicles and multiple sales in the country.Issued last August 30, the agency’s Administrative Order No. AO-VDM-2024-046 states that the seller must report to the LTO within five days the actual sale of the concerned vehicle — citing Republic Act 11235 (also known as the Motorcycle Crime Prevention Act).
Aside from that, the new vehicle owner must process the registration and transfer of ownership at the LTO within 20 working days from the actual turnover of the unit.
Failure to comply with the said requirements will result in imposition of alarm tags on the involved unit as well as the driver’s license of the seller or transferee.
In addition, AO-VDM-2024-046 noted that sellers who will not report the sale of the vehicle on time shall be slapped with a P20,000-fine and another P20,000 for failure to transfer ownership.
Meanwhile, those who will fail to report and transfer ownership shall face a P40,000 fine.
