Marikina City goes ahead with the : No Garage, No Car policy
MANILA: Under the leadership of Mayor Marcelino Marcy Teodoro, the city has made it mandatory to produce a blueprint/plan of the building/house with a separate area for parking/garage facilities for the approval of construction. In order to "clear up roads of illegal structures and constructions", Marikina City, in acquiescence with the Memorandum Circular 2019-121 of the Department of Interior and Local Government (DILG), has made the bold move. Moreover, it was Councilor Donn Favis who authored the mandate, which recently got a green signal by the city council.
"Anyone who intends to construct a structure shall be required to show proof like the presentation of a building plan or blueprint or, attesting to the availability of a permanent parking space or facility on his/her proposed construction as a requirement for the issuance of a building permit", cited the new city law.
The "No Car Garage, No Building Permit" law also brings along another mandate that orders the removal of subdivision gates in the Marikina City. The mandate will result in easing the traffic and providing motorists with alternative routes. While there were protests by some associations, Marikina City persisted with the enforcement of the new law. The city will also make communal places where residents with small lots will be able to park their vehicles.
"The idea is to have a ‘No Car Garage, No Building Permit’ ordinance. So, technically it would be required as a prerequisite for the application and approval of a building permit to have a vehicle provision for parking mandatory. That way, we could resolve iyong problem sa residential structures na nagpa-park sila sa roads. In Marikina,
it is a no-no to park along sidewalks but, we are now, at certain specified roads allow one-side parking or both sides parking, or either sides no parking. So through that ordinance, we can lessen vehicles parked on the roads and streets; de-clogging, of course, the traffic; handling problems with homeowners in a conflict that are thinking that the road in front of their houses is their parking lots", said Councilor Donn Favis in an interview.
