For prospective drivers, requesting a student permit is the first step in getting a license. They must obtain and complete an Application for Driver's License (ADL) form at the nearby LTO office, then present it with all the required documentation to the window designated for that form.
After waiting for their name to be called, applicants have their picture and signature taken and pay the required fees. An applicant's student permission and an official receipt from the LTO branch are both given upon completion. A student permit can only be used for a year after it is issued.
