LTO waives penalties, extends license validity during NCR community quarantine
MANILA: Due to President Duterte’s declaration imposing a community quarantine all over the National Capital Region (NCR), the Land Transportation Office (LTO) has declared a moratorium on the collection of penalties, as it extends the validity of driver’s licenses and vehicle registration.
Most government offices and agencies shall be operating with a skeletal force, and the Department of the Interior and Local Government (DILG) mandated that travel within the NCR be for essential purposes only, those who have business with the LTO regarding license and registration renewal should put it off for a later date.
As per the LTO memo to all regional directors, operations divisions, regional offices, authorized districts, and extension offices, "No penalties shall be collected for the late registration of motor vehicles and renewal of driver’s licenses which shall expire during the duration of the community quarantine. In the case of the NCR, from 13 March until 12 April 2020."
The validity of all student permits shall also be extended until the end of the quarantine period to allow permit holders to apply for a non-professional or professional driver’s license without incurring any penalty.
Temporary Operator’s Permits that expire on 13 March 2020 can be settled after the quarantine without suspension.
